Deletion of a Loan Type requires a check to determine if it is in use

Description

Purpose: When deleting a Loan Type under Settings > Inventory > Items, a check is performed to determine if it is used by any items.

Just like it's implemented for Patron Groups, then a Loan Type cannot be removed if used.

STCOM-228 (scenario 13) handled the functional component of this issue. That is, as of those PRs, loan types in use cannot be deleted.

However, it currently shows a backend error. We're building out better error reporting in STCOR-150 and the nicer error display for loan types (and other Controlled Vocab) is being tracked by STCOM-237.
