Turn on testing in Jenkinsfile and repair broken tests

Description

Tests were disabled in CI back in November because they didn't run reliably. We've plugged many of the memory leaks that caused these failures (see FOLIO-2097) and should now consider turning the tests back on.

Currently, yarn test against tip of master reports about 25% test failures. Many appear related to changes to the PaneHeader menus that can, hopefully, be easily resolved.
