Fill create form with search terms if there is no matching result

Description

Currently, if no match in IDM is found for a given Last name/first name/birth combination and the user clicks "continue", the data filled in for the search needs to be filled in again.

While -if there are results -  the create form is pre-populated with data from a chosen IDM result, in the case of no matched result the data entered in thee search field should be used.
