mod-finc-config: Isil API allows invalid values

Description

The finc-config/isils API currently permits invalid values. To ensure data integrity, the following restrictions should be enforced:

  • The attributes library, isil, and tenant must not be empty.

  • The attributes isil and tenant must be unique across the dataset.
