Enable translation of search indexes and filter headings

Description

Overview: In the Search/Filter pane and the tabs for the main sections of the finance app ("Ledger / Fund / Budget / Fiscal Year"), the labels are hardcoded. We'd want them to be able to be translated to other languages

Steps to reproduce:

  1. Login to FOLIO Snapshot, go to the Settings app: Tenant > Language and localization, set language to Arabic (or any other language different from English)

  2. Go to Finance app

  3. Note the "Fiscal Year(s)" and "Tags" labels in the Search/Sort pane.

  4. Click on the drop down menu with search parameters

Expected result:
The search term are translated to the language defined in Settings > Tenant > Language and localization

Actual result:
The search terms are in English

Let's hold on this ticket, till we switch from the SearchAndQuery component, that doesn't support translations.
