Purpose: Allow user to select current or previous fiscal year on Ledger view to see detailed ledger totals for a given fiscal year

User story statement(s):

As a acquisitions librarian managing budgets,
I want to be able to quickly see the totals for a ledger from a previous fiscal year
so that I can easily reference values from previous years when making decisions about legacy orders that have not yet closed.

Scenarios:

1. Display fiscal yer select box:

   • Given user has selected a Ledger

   • When ledger details are shown in third pane

   • Then then ledger information accordion includes a "Fiscal year" select box

   • AND no longer displays a key value pair for "Current fiscal year"

2. Select a given fiscal year:

   • Given ledger details are shown in third pane

   • AND current fiscal year is selected in dropdown by default

   • When user clicks select box

   • Then dropdown shows all current and previous years organized under those headings

   • AND when user chooses fiscal year

   • Then all values are recalculated based on the corresponding budgets from that year
