Automatically set Planned budget status instead of Active on batch edit screen when creating a budget for the future FY

Description

Currently, when creating a budget for the future FY and allocation was assigned then budget status is automatically set to Active in the budget status dropdown.

To follow usual FOLIO pattern for creating a planned budget, Planned budget status instead of Active should be automatically set right after the user puts positive allocation in Allocation increase/decrease field when creating a budget for the future FY.

Works as expected. The outlier scenario described in the comments below will be addressed in a future release in a separate story.

Tested on https://folio-etesting-snapshot2-diku.ci.folio.org/ , works as expected except for one case

1) Budget is automatically set to Planned when creating a budget for the future FY on Batch edit screen

I’ve also found one scenario when budget status is not automatically set to Active or Planned: when the user first puts values in the Allowable expenditure/encumbrance fields and then specifies Allocation adjustment. Works fine in case of filling in description or tags fields and then specifying Allocation adjustment (Please, see the attached video). I spoke with the developers, they can fix it so that the budget status is automatically set in the case of initially filling in Allowable expenditure/encumbrance fields and then specifying Allocation adjustment. Could you please confirm that the described behavior is expected? Thank you!
