When libraries configure an exchange rate source but decide to disable that source by unchecking the “specify exchange rate provider” box, the data should be retained but not used when looking up exchange rates. In other words, if a library unchecks the box then re-checks that box, they should not have to re-enter that data.
Scenarios
Re-check previously un-checked box
Given library has specified an exchange rate provider
AND library has then unchecked the “specify exchange rate provider” box
When user checks the “specify exchange rate provider” box
Then the previously-entered values are present
