Hit Enter or Search should move focus to the Results List pane header

Description

Given I am on the Finance app
When I hit Enter or Click Search
AND there are results
Then focus should move to the results list pane header

Given I am on the Finance app
When I hit Enter or Click Search
AND there no are results
Then focus should remain in Search box

If I apply a filter
Then DO NOT change focus to Results list header pane AND screenreader announces number of results found

Blocked because the community has not reached a common decision on how to approach implementing this.

 do we have unified approach for focusing results aster search? I've seen another approach to focus after all filters and solution is ugly, as I remember there was a proposal to implement kind of Apply filters button to not disable filters while loading, with this we can focus after pressing this button, IMO it's better UX

If you can confirm expectations with the accessibility group that would be ideal. Otherwise I might be inclined to say we keep things consistent. thanks!
