Overview: Transfers will currently increase or decrease the amount available in a budget. This makes the Allocated, Unavailable and Available numbers difficult to understand. Allocated plus Net transfer amount gives the total Available amount for the year.
Acceptance criteria:
1)
Given the has created a budget
When viewing the budget information
Then system display the net amount of transfer as "Net transfers" to the right of 'Allocated'
2)
Given the user is viewing the budget information
When "Net transfers" is negative
Then system display the net amount in brackets "()" NOT with a negative sign "-"
