Purpose: Show summary information for the fiscal year and it's associated funds

Acceptance criteria:
Given the user has searched for a Fiscal Year
When selecting a Fiscal Year from the list
Then the details include Allocated, Unavailable and Available
AND these are calculated based on all its associated Groups

Given the user has searched for a Fiscal Year
When selecting a Fiscal Year from the list
Then the user can see accordions with the groups associated with all connected funds associated with this Fiscal Year
AND what is Allocated, Unavailable and Available for the that fiscal years budgets
