Thanks . I not sure I am fan of that approach, let me discuss with UI designers and research some UX patterns.

, after investigating possible ways to re-implement this functionality, all of them don't solve the problem of nested scrolling and having to switch from whole page scroll and local scroll of the list. I think the best option would be to show both scrolls (page scroll and list scroll) so a situation when a user doesn't have any scrollbars and they're stuck doesn't happen.

Feedback from another 5 Colleges person
Last, but not least, response from Paul:
Windows 10 Home version ; version: 1909 ; 64-bit operating system
Chrome Version 85.0.4183.83 (Official Build) (64-bit) - I'm not using Firefox for Folio work but this version is: 80.0.1 (64-bit)
Scrolling:
I've done both. I am aware that there can be delays in Folio waiting for information to load. Most times the delays are a few seconds. It can seem longer now that my expectations are for immediate results but it really is not that bad. As Jack has mentioned, when you are working with titles that are contained in multiple packages, you cannot see all the packages in which the title is represented. I have not counted but Jack is correct only 13 or so packages will display on the screen. Yesterday, I was trying to add some title to either the AC Annual Reviews - Current access subscriptions or AC Iter: gateway to the Middle Ages & Renaissance. I actually took a 5 minute cigarette break and available packages still would not load by time I returned.
So about 3:04 am this morning I was able to add the title: Renaissance and Reformation / Renaissance et Reforms to the Iter agreement. When I tried to add: Early theatre: A journal associated with the records of early drama, the wobble began again. Wobble is so bad that I cannot read the package names that are associated with the journal. For Early theatre I think the last package that displays is: Gobi Context Canada (Out of 45 available packages, I can only see the 8th package that displays). I cannot go further down the list.
You may have high level administrative privileges that allow you to access the Amherst account. for the Agreement: AC Annual Reviews - Current access subscriptions, try adding the following journals to This Agreement.
Annual review of ecology, evolution, and systematics
Annual review of genetics
Annual review of microbiology
Annual review of plant biology
Annual review of sociology
I was not able to add these 5 journals to theAgreement listed above.
The wobble I see is similar to when you buy paint and they use the machine to mix the paint. Try reading anything on the paint can while it is being mixed
Scrolling pace: Like Jack, a normal pace. And as mentioned above, I've waited over 5 minutes and still no accommodation for the larger lists
Background
eholdings app infinite scroll is unique and unlike the infinite scroll used by other FOLIO apps. Since its original implementation, several issues/bugs have been created to resolve scrolling issues. These issues are hard to reproduce as the issue maybe a result of Chrome version/operating system version/screen size. With more features and functionality added to a detail record, the need to address this recurring issue is very important as it results in a poor UX.
Objective
Propose a solution that prevents this issue from happening again AND is agnostic to Chrome version/operating system version/screen size
The proposed solution should consider FOLIO UX patterns and components such as display a Load more option.
