Description

Steps to Reproduce:

  1. Go to eHoldings

  2. Open Packages search

  3. Enable filtering by Tags

  4. Open devtools

  5. Select two or more Tags in Multiselect dropdown

  6. Observe search requests

Expected Results: requests are sending Tags in following format: ?q=&filter[tags]=important&filter[tags]=urgent
Actual Results: requests are sending Tags in following format: ?q=&filter[tags]=important%2Curgent
Additional Information: Should also verify searching in Titles and Package Show page
