Edit Provider and Edit Title + Package records | inconsistent proxy selection

Description

Given I go to a selected title+package
When I view the selected title+package
Then the Proxy selection displayed on view AND Proxy selection displayed on edit should be the same

, I was able to check Proxy on Provider and it does work as expected. So I am removing that use case.

, I added a screencast. While making the screencast, I noticed issues with the Root Proxy and it appears that Provider is unable to retrieve Proxy.
