Cannot edit Selected Packages

Description

I think this issue is related to this recently merged PR - https://github.com/folio-org/stripes-components/pull/1112

Steps to repro

  1. Go to snapshot

  2. Click on a selected Package

Expected: Edit (pencil icon) and an Actions menu dropdown button

Actual: No way to edit a package. No buttons/links display.
