Able to Assign Users functionality w/o permission [Settings (eHoldings): Can assign/unassign a user from a KB] assigned

Description

  1. Go to spitfire scratch dev environment

  2. Login with diku_admin / admin

  3. Go to Users and search for ebscouser

  4. Verify that this permission [Settings (eHoldings): Can assign/unassign a user from a KB] is not assigned (see first screenshot)

  5. Log out

  6. Login with these credentials: ebscouser / F0!io2020

  7. Go to Settings > eholdings

  8. Click on Assigned users

Expected outcome: No Assign button displays

Actual outcome: Assign button displays (see second screenshot)
