As far as `stripes` force has problems with release `v3.1.3` and they say the update needs more manual operations than usually, first we should contact first for clarification and additional steps definition.

If can get this out in tomorrow's hotfix release, that is good. If not, then do not do a Q1 hotfix, and just include in Q2/Goldenrod.

There was no stripes v3.1.3 release due a mistake made in the dependencies for stripes-smart-components that affect the CI build pipeline. That said, depending on {{ "stripes": "^3.1.2" }} should work just fine; it includes a dep on "@folio/stripes-smart-components": "~3.1.0", which should resolve to 3.1.1.
