Created/edited actions do not stay in the same sequence in job profiles

Description

Overview: When adding actions to a job profile, they do not stay in the same sequence after Save

Steps to Reproduce:

  1. Log into FOLIO-snapshot as diku_admin

  2. Go to Settings/Data import/Job profiles

  3. Create a new job profile, and add several actions to it

  4. Note the sequence of the actions that you added

  5. Save the job profile

  6. View the job profile details, and note the sequence of the actions

  7. Edit the job profile, and note the sequence of the actions

Expected Results: The actions should stay in the same sequence as when they were added to the new/edited job profile

Actual Results: They don't

Additional Information: See attached video. Please also check that match actions keep the proper sequencing within the job profile.
