Add okapiInterfaces and permissionsets to Developer package.json

This will support the creation of useful Okapi module descriptors using package2md.js

Oddly, this module presently uses no Okapi interfaces – its 100% client-side. But I added an empty okapiInterfaces structure to make that explicit.
