Dates in description field of circulation log displayed in UTC not local time.

Description

Overview:
The dates in the description field of the circulation log are displayed in UTC, not in local time.
Steps to Reproduce:
1. Log into a current release of folio such as Nolana
2. Check out an item
3. Take one or more actions on the item such as changing the due date and/or check in the item with a backdate
4. Find the loan via the user. Note that the dates are shown in local time
5. Find the record in the circulation log. The dates are shown in UTC in the description field.

Expected Results:
Dates in the circulation log shown in local time
Actual Results:
Date in the description in the log are shown in UTC
Additional Information:
UTC dates in the circulation log were addressed in UICIRCLOG-92. The dates were changed to local time in the date field, but not in the description.

Hey , the dates in description is not stored in a structured way here, they are stored as a string in database containing the whole text(like “New date: 2023-06-02T04:30:00:000Z (from 2023-04-02T05:30:00:000Z)”). And these description texts can be different, i.e. it can either contain the dates or it can simply be a string(example - “Checked out to proxy: no.)
Thereby, to convert it to Local time will require lot of efforts.
Also this should be a story not a bug with RCA as missing requirement as per my observations as I do not see it being implemented in the code.

The text description in the circulation log still displaying date/times in UTC
is especially confusing/problematic for cases where an item was checked in via backdating
and a fee/fine resulted.
