Circ by external system ID does not work

Description

In morning Glory,
find a user with an external system ID
Use it as the check out token
Expected result: links to the patron's record
Actual result:
"This user does not exist."

I have reproduced it.
Looks like it is not a bug and you need to change circulation settings. 
"External system ID" checkbox should be selected (see screenshot below).
Could you check it please?
