Patron note usually not displayed in checkout when the patron is a proxy

Description

Overview:
Steps to Reproduce:

  1. Log into Morning Glory bugfest

  2. Navigate to Users

  3. Find an active user

  4. Under Proxy/sponsor add a sponsor and save

  5. Add a patron note to the user record to display in check out and users

  6. The note will display in the user record

  7. Go to checkout

  8. Enter the user to which a sponsor was added

Expected Results: Patron note displays; Proxy modal displays
Actual Results: In almost all cases only the Proxy modal displays

Very seldom both modals will display or they will be super-imposed as in attachment

Hey   - I added a comment to https://folio-org.atlassian.net/browse/STSMACOM-672 asking Zak if it was included in the Morning Glory release. 

and can you verify that this issue has been resolved on https://folio-snapshot.dev.folio.org/ build?

Another behavior was observed testing check-out pop-up notes in bugfest.

The tester reports:

"Retested it with it several patrons who have check-out notes. For the first patron the note pops up. When another patron with a note is entered, the note doesn't display.
It only pops up after changing apps and coming back to Check-out.
