fixed due date ranges should not be allowed to overlap within the same fixed due date schedule.

1. settings > circulation > fixed due date schedule

2. create a schedule with two date ranges with overlapping dates

3. save

Expected behavior: user should be prevented from saving, maybe a message saying "Date Ranges cannot overlap"

actual behavior: User is able to save a fixed due date scheduled with overlapping date ranges.
