[DCB] Check-in: Hide Fee/Fine action menu options (Lending library)

Description

Purpose/Overview:
Support DCB lending flow on UI.

Requirements/Scope:
The “New Fee/Fine” and "Fee/fine details" action menu items should be hidden on the Check-in screen in the Lending library.

Acceptance criteria:

  • When: User checks in the item in the Lending library

  • Then: The “New Fee/Fine”  and "Fee/fine details" action menu options are not available for this item on the Check-in screen
