Acq Unit settings not in alpha order

Description

Overview: Acq units are not in alphabetical order in Settings

Steps to Reproduce:

  1. Log into Juniper Bugfest (also reproduces in folio-snapshot)

  2. Go to Settings/Acquisitions Units

  3. View the list of acquisitions units

Expected Results:
List should be in alphabetical order, and ignore case

Actual Results:
List of Acq Units is in the order that they were created
