When creating a note, the Stripes assignment title appears when it should not

When a note is created on a user record, the assignment accordion appears with the stripe name.

1. Log into folio-snapshot
2. Open a user record
3. Scroll down to create a note.
4. The create a note pane appears.

Expected behavior: Assignment accordion label does not display instead the stripes component label
Actual behavior: the assignment accordion displays stripes component label

and , I changed the bug to only correct the label issue. With Users, we do not support assigning a note to multiple records but anytime a note is created it is assigned to the record the note is on.

, , I can see only the broken label issue for the "assignment" accordion. We will fix it.
In the Bug description mentioned that "The assignment accordion was disabled in Users".
Could you provide more details on how this was done/expected to be done?
Note Create component that is used in Users app as well as in the other apps does not have functionality to hide the "Assigned" accordion on the app level.
If this functionality is needed I guess we would need discuss it.
