Note display bug when you don't close note panel first

Description

Overview: Display issue when closing a User or Requests detail record without first closing the Notes panel

Steps to Repro:

  1. Log into folio-testing as diku_admin

  2. Go to Requests

  3. Go to any Request

  4. Open the Notes Panel

  5. Close the Details Panel for the Request without first closing the Notes Panel

Expected: Should close detail record per normal

Actual: Closes detail record but there is a blank panel now appearing to the right as shown in the attached screenshot

Additional info: Once you have done this, you can't get rid of that blank panel on the right without closing the browser tab. This also happens within the Users app.
