refactor `src/useOkapiKy.js` to read a timeout from stripes.config.js

Description

Summary: Refactor src/useOkapiKy.js to read an optional config value from stripes.config.js such as queryTimeout to allow it to be tenant-configurable at UI build time when the bundle is built.

NB: It may be worthwhile to implement this work alongside STCOR-615 given the similarity of the tasks.

Suggested implementation: write a useQueryTimeout hook that reads from mod-configuration if it finds a value (i.e. run-time config), else from stripes.config.js (build-time configuration), else returns a constant.
