update outdated dependencies

Current as of April 2022, slightly edited to ignore things we are for sure not ready to do or that are covered by other tickets (e.g. react 18, old BigTest). Note that peer-deps require special care as changing them has platform-wide implications; it's fine to ignore those for now and just focus on direct/dev deps.

Outdated as of March 2023, I'm closing this as "Won't do" in favor of filing individual tickets to describe high-priority updates linked to an umbrella for a given release (e.g. https://folio-org.atlassian.net/browse/STRIPES-848#icft=STRIPES-848) coupled with long-term efforts to leverage Dependabot (FOLIO-3664) or Renovate (FOLIO-3689) to help us stay abreast of updates once we get ahead of the backlog.
