Display different message when user attempts to access the set password link when still logged in

Description

The following issue is prevalent during bugfest when a user is logged in as the system user folio and creates an user account. 

  1. Log in as system user folio / folio 

  2. Create a user

  3. Click Reset a password link 

  4. Copy the link 

  5. Paste in another tab/window 

  6. Message displayed (See below)

Change message to:  Please log out of your current FOLIO session to set password. Once  logged out please try to set your password with this link again.
