Login screen flashes when logging in with token cached in IndexDB

As of STCOR-22, the JWT is cached in IndexDB. If a valid token is present there, you're logged in automatically when you open a new tab or change the URL manually. However, the login screen still appears briefly. To fix this, we need to hold off rendering until we've verified there's no stored token.
