Notify all patrons with open loans about changes in due dates

Description

A couple of options:

  1. Get a list of all patrons whose loan dueDate has been pushed back to 2020-04-02, and notify them of changes.

  2. Get a list of all patrons with open loans, and notify them that we are doing our best to make sure no one has to return books while the library is closed, and that due dates will change.

  3. Generate e-mails using the following Chalmers patron notice template: 127cb3a9-9364-4ca7-b37b-a306a63b1cb5 (WIP)

  4. Send e-mails to patrons ( to specify how this can be doen)

Just to wrap up. The comment was written when we realized that not all e-mails had been sent out, but that has been resolved so the ticket can remain closed.
