OAI errors should not be silenced

Description

Starting a new OAI job, e.g:

cat arcadia-us-paglaul.json { "id": "arcadia-us-paglaul", "metadataPrefix": "marc21", "set": "reshare", "sourceId": "US-PAGLAUL", "url": "https://arcadiau.bywatersolutions.com/cgi-bin/koha/oai.pl" } curl -HX-Okapi-Tenant:dev -XPOST -d @arcadia-us-paglaul.json -HContent-Type:application/json http://localhost:8081/reservoir/pmh-clients curl -HX-Okapi-Tenant:dev -XPOST http://localhost:8081/reservoir/pmh-clients/arcadia-us-paglaul/start

Results in a successful completion with 0 records harvested but should report an error, as in:
