embedded postgres locks up

Description

during unit tests for mod-circ-storage , when attempting to delete a fixed due date that is referenced as a foreign key by a loan policy record - in conjunction with the fixed due dates unit test - hangs in the postgres client. this does not happen in a standalone postgres. initial tests indicated that 12 sessions were opened and all locked after this occurred -

once mod-circ-storage is on v15 it will be easier to test this.
to replicate uncomment the following in the loan policy test class

see the three commented out tests in org.folio.rest.api.FixedDueDateApiTest in mod-circulation-storage - these hang the embedded postgres but have no issues on a standalone postgres - once mod-circ is on rmb v15 - it will be easier to debug this i hope
