NPE in PomReader while PostgresClient.getInstance

Description

Overview:
Steps to Reproduce:

  1. RMB v31.0.2

  2. A project with several submodules using RMB.

  3. Call PostgresClient.getInstance from one of the submodule.

Actual Results:
NullPointerException

Additional Information:
Probable breaking change from previous versions is on the screenshot.

PomReader cannot read parent pom's dependencyManagement entry when the pom doesn't contains a version:

The exception itself occurs in earlier version of RMB. It was not spotted because the exception was ignored. Here's a snippet from folio-service-tools using 30.0.2.
