Run the existing scripts to generate the necessary number of orders, order lines, and encumbrances (and other related entities like budgets, ledgers, etc..) before we could do FYR testing.

Also, export the newly created data out into tsv's so that they can be re-imported when we need to run another FYR test. (SQL scripts to export and reimport are already created).
