OkapiClient: use WebClient rather than HttpClient

Description

This makes OkapiClient simpler and allows the code to be compatible with both Vert.x 4 and Vert.x 3.9 series.

It fixes a problem with modules using RMB 31.1.0 which uses Okapi 4.1.0. These are in turn based on Vert.x 3.9 + Vert 4 Beta respectively. By using WebClient in Okapi it makes linking work.
