Incorrect for _tenantPermissions interface version.

Description

Okapi should be able to work with any _tenantPermissions as long as major version is correct. That's 1 at the moment.

Okapi only knowing about version 1.0, should accept ANY version matching 1.X

Okapi knowing about 1.0 and 1.1 should accept ANY version matching 1.X, but expand for 1.1 and later.

Not a problem after code inspection again.

Okapi 2.40.0 currently only accepts 1.0 as _tenantPermissions. It will therefore not POST permissions to mod-permissions 5.10.0.

Okapi 3.0.0 will work with either.. But will start to fail as soon as mod-permissions start to offer _tenantPermissions version 1.2.
