Adjust build dependants github workflow trigger

Description

Overview

Now dependant modules are built on any PR to the module master branch. It makes no sense when PR is created only for server part.

Approach

Don’t run build dependents workflow on PRs that only touch server logic.

Use paths for on.pull_request trigger
