Unable to edit profile pictures (Access denied)

Im getting 403 error (access denied ) response while trying to update profile picture for a user

Steps to reproduce:

1. Log in into env

2. Go to the “Users” app

3. Find active user

4. Click on “action” button

5. Scroll up to the profile picture place holder

6. Click on update

7. Select local file option

8. Select image in file editor

AR:

We get authorization error

ER:

User is able to upload profile pic
