Remove user facets API

Description

https://folio-org.atlassian.net/browse/UIU-1562#icft=UIU-1562 removed the need for a count of users by patron group from the UI (as the current implementation was not fit for purpose).

In order to reduce the maintenance burden, the facets functionality can be removed from mod-users.

This is a breaking compatibility change. It is blocked till 2022 R3 due to the amount of dependents that need to change at this stage of the release cycle.
