v15.6.2 null username backports

Description

Create a v15.6.2 release with backports of the two null username issues:

  • MODUSERS-138 POST requests to /users fail

  • MODUSERS-147 "Username already exists" error when creating second user with null username

Note that the MODUSERS-147 obsoletes the MODUSER-138 main code change; please include the MODUSER-138 unit tests, though.

Chalmers is going live for Circulation on the Q 3.1 release on September 30th. They won't be upgraded to Q3.2 until mid to late October.

It looks good.. Please and others.. Make bug releases on bug release branches not on master (15.6.1).. And no tag???

The b15.6 should never have to merge anything from master.
