Overview: For secure requests in the LOC’s ECS Eureka environment, the Data (lending) tenant’s Loan policy must be applied in both the Secure and Central tenants. Currently, this works fine for the non-secure request scenario. However, it looks like for secure requests, the Loan policy is only copied to the Secure Tenant, while the Central Tenant still uses the local Loan policy.

Steps to Reproduce:

1. Log into Eureka ECS

2. Create a New request in the Secure tenant

3. Proceed to Check out to the Requester phase

4. Make sure you're in the Secure tenant and open Check out UI app

5. Enter the Requester information and Item barcode and Check out the Item

Expected Results: The loan policy in circulation rules from the item's data (lending) tenant will be applied to requests in both the Secure and Central tenants.
