[ECS Eureka Snapshot] User can not create local TLR

Description

Overview: User can not create local TLR for local instance

Steps to reproduce:

  1. Login into https://folio-etesting-snapshot-consortium.ci.folio.org/

  2. Go to “Requests” app

  3. Click on “Actions” > select “+ New” option

  4. Scan any local Instance HRID

  5. Scan any user

Expected result: Request type become enabled

Actual result: "None available for this title and patron combination" error displayed
