ECS TLR: Unable to place request on instance with no holdings or items in the Secure tenant

Description

Overview: FOLIO user is not able to place a cross-tenant title level request in the Secure tenant on an instance with no holdings or items

Steps to Reproduce:

  1. Log into https://eureka-bugfest-ramsons-consortium.int.aws.folio.org/ and ensure the affiliation is set to Secure tenant

  2. Open Mediated requests

  3. From the Actions dropdown, choose New

  4. Check the "Create title level request" box

  5. Use title look-up to find Steph test 220, cenin00001499436 (this instance is a shared instance in the central tenant and does not have any holdings or items)

  6. Select Steph test 220

  7. Enter stephsb into the Requester barcode and hit Enter (User name StephSB)

Expected Results: I can select Hold from the Request type dropdown. A user should be able to place a title level mediated request on an instance with no holdings or items in the Secure tenant

Actual Results: "None available for this title and patron combination" error displays.

LOC plans to add at least one Holding in each of the data tenants where an Item might be found.
