Feature: Update mod sender workflow for user flag

Description

Task: Modify mod sender backend to look for the applied user flag

Purpose: Update the workflow process to keep the message delivery working

Acceptance Criteria

Criteria

Once a user is retrieved (see existing workflow) it then returns their flag (see new workflow)

New workflow: All links to other mod-x areas remain unchanged.
