Support "query" parameter in GET /scheduler/timers

Description

mod-scheduler has an API endpoint to get a list of defined timers: GET /scheduler/timers (see also https://s3.amazonaws.com/foliodocs/api/mod-scheduler/s/mod-scheduler.html#operation/getSchedulerTimers). The endpoint supports standard limit and offset parameters, but it doesn’t include query parameter for cql queries. Such parameter would be useful for filtering, for example, by a timer’s type or module name

Expected result:

It’s possible to retrieve timers by cql query. Example: GET /scheduler/timers?query=type==user – should return a list of user-defined timers
