System User POC

Overview

To support a proof of concept for improved provisioning and management of system users, implement the ability to disable the creation, management and use of system users in modules.

This is POC work and should live in a feature branch.  It should NOT be merged to the master branch at this point.  It is OK to create a Pull Request for peer review, but it should be closed when completed, instead of merged.

Acceptance Criteria

• An environment variable allows system operators to toggle whether or not the module creates/manages/uses their own system user.

• Disabling these actions should be an opt-in.  Unless explicitly disabling these actions, no change in behavior should occur.
