Overview (added 1/15/2025): this issue now appeared on Eureka Ramsons Bugfest environments - Capability (set) is not found for permission “quickMARC: Can Link/unlink authority records to bib records” on following environments:
Eureka Ramsons Bugfest NON-ECS https://eureka-bugfest-ramsons.int.aws.folio.org/:
Eureka Ramsons Bugfest ECS (only some member tenants, for example Management division or School) https://eureka-bugfest-ramsons-consortium.int.aws.folio.org/
This issue leads to impossibility of linking MARC bibliographic records with MARC authority records on non-ECS eureka and on some member tenants of ECS eureka.
Steps to reproduce (original ticket description):
Log in into etesting-snapshot (https://folio-etesting-snapshot-diku.ci.folio.org/) as an admin user
Go to “Inventory“ app
In the second pane, click on “Actions” button → Select “New MARC bibliographic record“ option
Expected result: QuickMARC editor pane is opened. In the top right, “Link headings“ button is shown (will be disabled by default).
Actual result: QuickMARC editor pane is opened. “Link headings“ button is absent.

On Eureka Snapshot, the issue is active on ALL tenants (non-ECS, ECS Central, ECS Members)

“Link headings“ button is also absent when opening MARC bib record for edit/derive
Also, “link“ icon is not present next to linkable fields:
Click on “+“ icon to the left of any existing field in MARC bib in QuickMARC editor
Fill the first input box (tag box) with “100“ (“link“ icon should appear to the right of the field line)
