Requirement: If the user is on the Create/Reset Password Screen then apply current password rules. The rules applied should be no different than the rules implemented on the Change password page.

Acceptance Criteria
Given I am on the Create/Reset password screen
AND enter the same password in both textboxes
AND password is valid
Then I should be able to set a password successfully

Given I am on the Create/Reset password screen
When the password entered is not valid
Then display the applicable error message
AND password is not saved
